Indeed sashwat, it is an impractical way of doing things. The only bright soln that i can think of is an initiative from the youth to participate in politics! I mean qualified people.

I think it is a very impractical decision to take . This concept called as a " negative vote " was brought in a few years back and was reported in the papers . But it would only add to the political chaos and lead to money being spent needlessly on a re- election .
